How Crisis Often Begins
Financial and housing instability rarely happens all at once.
For many people, it begins with one unexpected event:

Early Financial Assistance
Short-term support for urgent needs — rent, utilities, medical-related hardship, transportation barriers, and temporary crisis stabilization.
Resource Navigation
Helping clients understand and access available community resources and services at the right time.
Landlord Communication & Advocacy
Helping tenants communicate proactively with landlords to stabilize housing situations and reduce eviction risk while ensuring responsible follow-through.
1:1 Case Management
Individualized guidance, prevention planning, budgeting education, and continued support to strengthen long-term stability.
Prevention Education
Helping clients build awareness around budgeting, available resources, and when to seek support before situations escalate.

Chuck Flacks is a Santa Barbara community member who brings a deep commitment to service, connection, and supporting others with compassion and integrity. Alan Bleecker is a longtime Santa Barbara business leader and President & CEO of Capitol Hardware, Inc., a local business located on Milpas Street that has served the Santa Barbara community for decades.
Through his work in business, community development, and local service, Alan brings a grounded understanding of the challenges facing individuals and families in a high-cost community. His experience reflects a deep commitment to practical solutions, relationship-building, and strengthening the place he calls home.
Alan believes in the importance of truly seeing people, listening with an open mind, and offering a helping hand with an open heart. As a board member of EUTSS, he brings valuable community insight, business leadership, and a shared belief that early support can help prevent hardship before it becomes crisis.
Andrea Eltinge Newquist
Board Member
Andrea Eltinge Newquist is a longtime Santa Barbara resident, community volunteer, and advocate who believes strong communities are built when people come together, care for one another, and take meaningful action.
Her community involvement has included service on the Montecito Association Board, participation in neighborhood and homelessness-related outreach efforts, and support for local traditions and educational events, including the Village Fourth and Montecito Motor Classic. Through these efforts, Andrea has helped bring residents, volunteers, businesses, and community leaders together around shared goals.
Andrea's commitment to service aligns naturally with EUTSS's mission of preventing financial and housing instability before hardship becomes crisis. She believes early support, responsible stewardship, and genuine community connection can help individuals and families remain stable, supported, and hopeful.

Board Member
Houghton Hyatt is a respected real estate professional and community leader who is passionate about preserving the strength, character, and long-term well-being of the Santa Barbara community.
With a background in financial management and years of experience serving clients throughout Santa Barbara and Montecito, Houghton understands that housing is far more than a place to live—it is the foundation of stability, opportunity, and community. Her professional experience gives her a unique perspective on the challenges individuals and families face in one of California's most expensive housing markets.
Beyond her work in real estate, Houghton has dedicated herself to serving the community through civic leadership and nonprofit involvement. She has worked alongside local organizations, neighborhood leaders, and community partners to help strengthen Santa Barbara through thoughtful collaboration, responsible stewardship, and meaningful engagement.
